RECORD AND EXPERIENCE

As Appropriations and Economic Development Director for Leader McConnell, Scott delivered a record amount of funding to Kentucky, securing over $2.6 billion in competitive federal grants over a period of six years. He overhauled the Senator’s grant operation, resulting in a 412% increase in annual funding after just two years.
He negotiated provisions in the 2021 Infrastructure Investment and Jobs Act which delivers over $5.5 billion in funding to Kentucky over five years to improve roads, bridges, waterways, and broadband.

He also led the Senator’s team on securing funding for major Kentucky legacy projects through the annual appropriations funding bill. In 2024, he helped establish the Senator’s Congressionally Directed Spending (earmark) operation, and he secured more funding than any member of Congress.

Simply put, he knows the needs of communities throughout Kentucky, where money is in the federal government, and how to get it.

As Appropriations and Economic Development Director for U.S. Senate Leader Mitch McConnell, Scott delivered a record amount of funding to Kentucky through competitive federal grants over a period of six years. He overhauled the Senator’s grant operation, resulting in a 4x increase in annual funding through his personalized, hands-on strategy. He negotiated provisions in the 2021 Infrastructure Investment and Jobs Act which delivers over $5.5 billion in funding to Kentucky over five years to improve roads, bridges, waterways, and broadband. He also led the Senator’s team on securing funding for major Kentucky legacy projects through the annual appropriations funding bill. In 2024, he established Senator McConnell’s Congressionally Directed Spending (earmark) operation, securing more funding than any member of Congress. Greg Kiley

Partner, CFO

Since retiring from federal service, Greg has consulted federal, state and local governments, and industry and non-profit entities on national security policy and processes. He has written for the Center for Strategic and International Studies among others. Prior to working in the private sector, Mr. Kiley served 25 years in the federal government, concentrating on local governments, defense and national security. He spent six years as a senior professional staff member for the Senate Armed Services Committee. As lead staff for two subcommittees, his oversight portfolio included all military air and ground systems, military logistics and readiness, and the defense budget. His responsibilities included coordinating and conducting congressional hearings, developing and drafting legislation, and negotiating and staffing passage of annual National Defense Authorization Acts and supplemental spending bills. Mr. Kiley began his professional career in the U.S. Air Force, culminating as a senior pilot, flying C-130 aircraft and deploying throughout the world. Greg also held positions as a wing plans officer, maintenance officer, and information management officer. Greg lives in Washington, D.C. with his wife and daughters.

Kim Van Whye

Partner, COO

Kim serves as our Chief Operating Officer, focusing on business development and policy strategy. Kimberly also currently serves as the Policy Director for Building Cyber Security, a non-profit organization leading Cyber Physical standards development, education, certifications and labeling authority, advancing the physical security, safety, and privacy in public and private sectors. Kimberly’s previous professional experience includes working on multiple political campaigns on both the state and federal level as well as working for the Alaska State Legislature. Kimberly has worked for the Cohen Group, a defense-oriented consulting firm founded by former Secretary of Defense William Cohen and as the Director of Energy Policy at the American Action Forum, a D.C. based think-tank focusing on economic, domestic, and fiscal policy issues. Kimberly received her bachelor’s degree in political science from St. John’s University in 2004 and received her MBA in International Business from the Thunderbird School of Global Management in 2014. She also holds a certification in Global Oil and Gas Management from Thunderbird. Kimberly was raised in Fairbanks, Alaska and currently resides in Washington, D.C.

Terry Hamby

Senior Advisor

Mr. Hamby has over 45 years of experience providing Base Operations and Support Services and Construction for the Department of Defense, both as a civil servant and later as a contractor. He was the founder and CEO of BMAR & Associates, Inc., which provided services to the Department of Defense in CONUS and OCONUS to include the Far East, Middle East, Africa, Europe and Central America. As a native Kentuckian, Mr. Hamby has been actively involved in Community Military Affairs for over 25 years. He was awarded the Department of Army Commander’s Award for Public Service for his work with the Association of the United States Army, Ft. Campbell and Citizens for Ft. Campbell Group. The mission of this group is working to improve the Quality of Life for the Soldiers and Families of the 101st Airborne Division (Air Assault), Ft. Campbell and the US Army. He was also recognized by the Commander as an honorary member of the 101st Airborne Division, (Air Assault). Mr. Hamby is keenly interested in the memorialization of significant events in history, so our citizens are aware of the accomplishments of our service members and never forget their sacrifices that shaped and protected this great experiment of Democracy. He was appointed to the World War I Centennial Commission by Senate Majority Leader Mitch McConnell and was elected Chair on September 13, 2017.

Tim Cahill

International Trade and Ports Advisor

Tim most recently served as the Executive Director of the Paducah-McCracken County Riverport, where he oversaw operations and expanded businesses.  He secured state and federal funding, including a Port Infrastructure Development Project grant, for infrastructure improvements and port expansion. He brings decades of global commercial and operational experience within the Energy, Maritime, Industrial, Agriculture, Power and CPG sectors in the America’s, Caribbean, Africa, Asia and Middle East. He has vast infrastructure sector knowledge, particularly involving marine terminals, cargo depots, storage yards and warehousing. He has experience with multi-modal transportation asset development, utilization and optimization for ocean carriers, air, rail, barge and truck freight. Tim has an impressive history of developing and managing teams from multiple regions and cultures which delivered innovative service solutions and successful financial results for major Fortune 100 corporations. He brings with him an extensive global network of individuals and companies across multiple carrier and cargo sectors, including vessel owners, railroads, barge lines, truckers, port authorities, terminal operators, 3PL service providers and governmental authorities.

Tim Flanagan

Manager, Business Development

A native of the DC area, Timothy grew up in Bethesda, MD and has spent his whole life in the area. He studied at Georgetown University’s McDonough School of Business where he majored in both Finance & Management. He began his career working as an Investment Banking Analyst at FBR & Compan and at Privia Health in their Corporate Analytics group before transitioning into the recruiting world. Tim has worked with a variety of clients in the Accounting, Real Estate, and Finance industry. When he isn’t recruiting, Tim enjoys cooking, playing golf, spending time at the beach, and coaching CYO Basketball.
